Council approves moving water main

With Cottey College's fundraising campaign complete, the construction of the college's new performing arts center will take center stage. However, before that can begin, the city needs to move a 16-inch water main that runs through the middle of the Cottey campus -- a process that is complicated by the numerous other underground utilities than run along Austin Boulevard.

Tuesday night the Nevada City Council moved that process ahead a bit when it voted 4-0, with Lance Christie absent, to pass on first and then second reading of an emergency ordinance to approve an agreement with Cottey College to move the water main. The total cost of moving the water main will be covered by Cottey College, with the work done by outside contractors. Without treating the ordinance under the emergency provision the ordinance would have to have been read at two separate meetings, at least one week apart.

City Attorney William McCaffree, who has been working on the agreement, told the council Tuesday night that this water main runs directly from the water treatment plant and provides water to the east and southeast part of Nevada.

He told the council that Cottey wanted to have the water main moved by June 1, but that is not possible, and the agreement calls for the main to be moved as soon as possible.

In other business the council:

* Voted 4-0 to pass on first reading a special ordinance approving check signer for the Cottey Relocation Fund account at US Bank.

* Voted 4-0 to pass on first reading a special ordinance approving a letter of engagement with Burch & Associates to provide lobbying services for the city at a cost not to exceed $24,000 for the period from Jan. 1 to Dec. 31, 2016.

* Voted 4-0 to pass on first reading a special ordinance approving a contract to provide additional police protection at Fairground Estates and Chapman Estates with the Nevada Housing Authority covering the cost of the service, which is not to exceed $35,000 for the 16 month period from Feb. 1 to June 30, 2015.

* Voted 4-0 to pass on first reading a special ordinance approving a contract with the Western Missouri 9-1-1 Dispatch Center to provide dispatch services for the public safety and public works departments at a cost not to exceed $200,000.

* Voted 4-0 to give final approval to a special ordinance approving the annexation of property at 1965 North Osage at the request of property owners C.E. Fancher and Norma J. Fancher to allow access to city water and sewer.

* Voted 4-0 to pass on second reading a special ordinance authorizing designating signers by title for the Tour of Nevada Race Purse checking account at US Bank.

* Voted 4-0 to pass on second reading a special ordinance approving a contract with C&C Group of Springfield, Mo., for the installation of a security at the new public safety and courts building at a cost of $45,000.

* Voted 4-0 to pass on second reading a general ordinance amending Section 2-6 of the city code pertaining to regular city council meetings as recommended by the city attorney.

* Voted 4-0 to pass on second reading a special ordinance approving the final plat and development for Curtis Business Park, located behind Sutherlands, at the north end of Mac Boulevard.

* Voted 4-0 to pass on second reading a special ordinance approving a three-year lease/purchase agreement with Arvest Equipment Finance for the purchase of two Grasshopper mowers for the parks department at a cost of $30,250.

* Voted 4-0 to adopt Resolution No. 1393 approving a liquor license for Ol Subway LLC, 903 E. Subway, for the sale of liquor, in excess of 5 percent by weight, by the drink.
