Council waives rules for hunting event

The National Wild Turkey Federation Youth event will be held Sept. 27, at the Vernon County Fair Grounds and Tuesday night the Nevada City Council voted 4-0, with councilmember Jayne Novak excused, to adopt Resolution No. 1411 to make the event possible. This resolution waives the prohibition in the city code on discharging firearms in the city limits and the city regulations prohibiting dogs from running at large. Although the fair grounds is county property, city manager JD Kehrman told the council that since the property is in the city limits it is under city jurisdiction and must follow city regulations.
According to the resolution the event will involve the use of shotguns, black powder rifles, BB guns, and archery equipment. It will also include dog training where the dogs would be off the leash for short periods of time.
In other business the council:
* Voted 4-0, to reappoint Bob Beaver to his second four-year term on the board of adjustment.
* Voted 4-0, to accept the bid of $14,738.56 from the sole supplier, the Ray Lindsey Co., for 30 ultraviolet lamps and other components for the UV disinfection system at the city's wastewater treatment plant.
* Voted 4-0, to pass on first reading a special ordinance accepting the drainage easement at 620 S. Olive St., as granted by Nancy Seeley. There is currently a privately owned drainage tube across this property, but it is not large enough to handle the drainage for Olive Street with the new curbs being installed as part of this summer's street construction program.
* Voted 4-0 to pass on first reading a special ordinance accepting a maintenance easement for a grinder pump at the Tobacco Shack, 2505 E. Austin Boulevard, which was recently sold to Ranza Inc., of Clinton.
* Voted 4-0 to give final approval to the city's conflict of interest and personal financial disclosure ordinance specifically excluding officials and positions from filing. This ordinance must be re-enacted every two years and re-submitted to the Missouri Ethics Commission by Sept. 15.
* Voted 4-0, to give final approval to a special ordinance to hire Trout, Beeman & Co. P.C. Certified Public Accountants to conduct the city's annual audit for 2014. The fee for this service is $29,900, which is a 3 percent increase from 2013.
* Voted 4-0, to pass on first reading a special ordinance accepting the drainage easement at 620 S. Olive St., as granted by Nancy Seeley. * Voted 4-0 to pass on second reading a special ordinance releasing the Neighborhood Improvement District assessment on Lot 13 of Ashland Estates Plat 1 following the installation of sidewalks, as required by city Ordinance No. 6215 following the construction of a house on each lot.
* Voted 4-0 to give final approval to a special ordinance setting the city 2014 general property tax at 67.78 cents per $100 assessed valuation and the library tax at 20 cents per $100 assessed valuation. This will increase the city's income from property taxes by about $1.84.
