Proclamations declare May 28-31 'Poppy Days'
Tuesday evening's regular meeting of the Nevada City Council began with a trio of proclamations read aloud by Mayor George Knox. The first two proclamations declare May 28-31, 2021 as “Poppy Days” for the American Legion Auxiliary and “Buddy Poppy Days” for the Ralph V. Bobbett VFW Post No. 2175.
The “Poppy” is assembled by disabled veterans and the proceeds of these worthy fundraising campaigns are used exclusively for the benefit of disabled and needy veterans, and the widows and orphans of deceased veterans. The basic purpose of the annual distribution of Buddy Poppies by the Veterans of Foreign Wars is eloquently reflected in the desire to “Honor the Dead by Helping the Living.”
In addition to the VFW, the American Legion Auxiliary has chosen May 28-31, 2021 for its annual “Poppies” campaign in the community and announces that all funds collected will be used for services for veterans and/or their families.
The third proclamation Mayor Knox presented to the council declared the month of May 2021 as Motorcycle Safety Awareness month, and urged the citizens of the community to become aware of the inherent danger involved in operating a motorcycle, and for riders and motorists alike to give each other mutual respect they deserve.
In appointments to boards and commissions:
• Consideration of the appointment of Walter Johnson to the Planning Commission, replacing Michael Brown. This will be a four year term expiring November 2025. With a motion, a second, and a roll call vote, the council unanimously approved the appointment.
• Consideration of Julie Scotten to the Nevada Public Library Board. Ms. Scotten will be replacing Ashley Potter. This will be a three year term expiring June of 2024. With a motion, a second, and a roll call vote, the council unanimously approved the appointment.
In consideration of bids:
• Consideration of bid for storm drainpipe for the Johnson Drive Project. Bids were solicited for 400 feet of 24-inch double wall drainage pipe, 80 feet 18-inch double wall drainage pipe and two 24-inch flared end section. The material list and storm water drainage plan was provided by Anderson Engineering. Three suppliers submitted the following bids: Shulte Supply Inc., of Independence, Mo. — $8,027.46; Core & Main, of Blue Springs, Mo. — $8,335.18; and Stewart Concrete Products, of Nevada, Mo. — $12,632. Requesting a not-to-exceed amount of $10,000 from Shulte Supply, Inc., of Springfield, Mo., for Johnson Drive storm water materials. The budget for the Johnson Drive improvements is $120,000. The Johnson Drive concrete replacement cost between Buzz BBQ and Pilot Travel Center is $24,419.51. The work remaining includes: Striping instersection of Austin Boulevard and Johnson Drive (left and right turn lanes; storm water infrastructure; widening Johnson Drive with new asphalt overlay; and curb and gutter with approaches. With a motion, a second, and a unanimous "yes" vote, the bid was approved.
In old business:
• Second reading of Bill No. 2021-033 a special ordinance of the City of Nevada, Mo., approving a Depository Services Agreement with Commerce Bank and Authorizing Check Signers. This ordinance will authorize check signers for Commerce Bank equipment financing and financial services. With a motion, a second, and a unanimous “yes” roll call vote, the bill was placed on second reading.
• Second reading of Bill No. 2021-034 a special ordinance of the City of Nevada, Missouri Approving the Bid submitted by APAC-Central, Inc of Springfield, Missouri and authorizing the execution of an Agreement with APAC-Central, Inc. for the 2021 Summer Sales Tax Street Improvements. Sealed bids were solicited for the 2021 Street Improvements with two companies responding with the following amounts: APAC-CENTRAL, Inc. of Springfield, Mo. — $466,950; and Blevins Asphalt of Mt. Vernon, Mo. — $546,500. The low bidder — APAC-CENTRAL, Inc. of Springfield — is recommended to complete the street improvements for the following 18 blocks in the amount of $466,950. The blocks include: 200 W. Arch; 100 N. Clay; 100 S. Clay; 100 W. Sycamore; 1000-1100 W. Floral; 600 W. Wight; 500-600 S. Lynn; 400 E. Edwards; 500 W. Ashland; 100 W. Atlantic; 100 S. Prewitt; 100-200 N. Prewitt; 1000-1200 N. Colorado; and 1400 W. Allison. With a motion, a second, and a roll call vote, three council members voted “yes” with Councilman Eberhard voting “no.”
In new business:
• Consideration of Bill No. 2021-035 a special ordinance of the City of Nevada, Mo., authorizing and appointing the City Treasurer, William D. Denman to execute all instruments necessary to marshal and reinvest city investments. This ordinance will authorize City Treasurer, William D. Denman to manage safeguard and reinvest municipal funds. With a motion, a second, and a unanimous “yes” roll call vote, the bill was placed on first reading.
