City Council appoints Wells to City Convalescent Home Board

With no new or unfinished business, the Nevada City Council set to work reviewing old business items and an appointment to the City Convalescent Home Board during Tuesday evening's special session.

In appointments to boards and commissions:

• Appointment of Tim Wells to the City Convalescent Home Board (Moore-Few and Barone). With a motion, a second, and a unanimous vote, the city council approved the appointment.

In old business:

• Second reading of Bill No. 2021-078 – A special ordinance approving the Fiscal 2022 Budget of the City of Nevada appropriating from the revenue of the city requisite funds therefore, providing for the adjustments thereof, providing for the salaries of the city employees, updating the organization chart, and approving the public records and abatement fee schedules. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-073 – A special ordinance authorizing the execution of an agreement with H.W. Lochner Inc. for consulting and design services. This ordinance will approve the aviation project consultant agreement with H.W. Lochner of Kansas City, Mo., for planning and design work related to the runway reconstruction project at the Nevada Municipal Airport. The agreement is in the amount of $145,900. This project is being 95 percent funded by a grant administered by MoDOT Aviation. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-074 – A special ordinance authorizing the execution of an agreement with H.W. Lochner Inc. for construction services. This ordinance will approve the aviation project supplemental agreement with H.W. Lochner of Kansas City, Mo., for construction services related to the runway lighting project at the Nevada Municipal Airport. The agreement is in the amount of $96,250. This project is being funded by a grant administered by MoDOT Aviation. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-075 – Special ordinance establishing a fee schedule for the use of the Frank E. Peters Municipal Golf Course for 2022. At their Dec. 2, 2021, meeting, the Park Board reviewed the proposed Fees and Charges Schedule for fiscal year 2022 at the Frank E. Peters Municipal Golf Course. After discussion, the park board recommends approval of the proposed fees and charges, including changes in rates for season passes. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-076 – A special ordinance establishing a fee schedule for the use of the Walton Aquatic Center 2022. At their Dec. 2, 2021, meeting, the Park Board reviewed the proposed Fees and Charges Schedule for fiscal year 2022 at the Walton Aquatic Center. After discussion, the park board recommends approval of the proposed fees and charges, including the addition of the Pre-season sale of Season Passes and adjustment of rentals. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-077 – A special ordinance establishing a fee schedule for the use of the Franklin P. Norman Community Center 2022. At their Dec. 2, 2021, meeting, the Park Board reviewed the proposed Fees and Charges Schedule for fiscal year 2022 at the Franklin P. Norman Community Center. After discussion, the park board recommends approval of the proposed fees and charges. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-079 – A special ordinance establishing a fee schedule for the use of the Park Shelter Houses, Colonel John Marmaduke Community Building and Twin Lakes Sports Complex ball fields. At their Dec. 2, 2021, meeting, the Park Board reviewed the proposed Fees and Charges Schedule for fiscal year 2022 at the Park Shelter Houses, Col. John Marmaduke Community Building, and Twin Lakes Sports Complex Ball Fields. After discussion, the park board recommends approval of the proposed fees and charges, including the addition of Davis Park and site supervisor for tournaments and practices. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-081 – A special ordinance approving a lease agreement with Clear Creek Golf Car of Springfield, Mo. Proposals were solicited from three firms with two submitting. The current 30 carts are four years old from Yamaha. Yamaha will pick up the 30 carts after Dec. 31, 2021. Clear Creek will provide 20 used carts until the 35 new carts arrive March of 2022. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.

• Second reading of Bill No. 2021-082 – A special ordinance amending the fiscal 2021 Budget to include a Premium Pay Program for Eligible Workers from the American Rescue Plan Act. With a motion, a second, and a unanimous vote, the city council placed the bill on second reading.
