Want sewer -- get annexed
Nevada City Council members Jayne Novak and Brian Leonard are adamant -- if you have property outside the Nevada city limits and want city water, sewer and other city services your property must first be annexed, unless it is not possible.
If there is intervening property that is outside the city limits that was allowed to connect to the city sewers in the past that might be an exception, but the city should go to that intervening property owner and see if it can be annexed, Novak said in response to John Curtis withdrawing his request to have city services on property he owns that is outside the city limits. His property adjoins the Deer Run Subdivision located south of Nevada on Highway BB and was annexed into the city limits.
"I've lived in the Nevada city limits the last 10 or 11 years and in the Nevada area for 38 years ... I moved to Deer Run six years ago to be in the city and have sewer and water," Alan Leimkuhler told the city council Tuesday night.
He told the council that he also feels that anyone wanting city services should be willing to be annexed into the city limits.
Novak said that people have been trying to get new businesses to move into Nevada for years and they always run into the same roadblock -- Nevada itself is too small. These businesses do not look at the surrounding population, only Nevada.
"You can't grow the population if you can't grow the boundaries," Novak said.
In other business the council:
* Voted 5-0 to approve the purchase of a 2011 white Crown Victoria Police Interceptor for $15,450 from the Missouri State Highway Patrol Fleet Sales Division to replace a Nevada Police car that was damaged in a one-car crash while responding to an emergency call. The 2002 Crown Victoria had more than 100,000 miles and deemed a total loss by the city's insurance carrier, which paid the city $3,300.
* Voted 5-0 to accept the bid of $7,240 from Sutherlands for 64 trees to be planted at Twin Lakes Sports Complex. The trees are to be paid for with a TRIM grant from the Department of Natural Resources.
* Voted 5-0 to accept the low bid of $15,430.80 from Water Surplus.com/Surplus Management Inc. for 30 reverse osmosis membranes for the water treatment plant.
* Voted 5-0 to accept the sole bid of $11,311.26 from Neptune Technology Group Inc. for 30, 2-inch water meters. There are 88 2-inch meters in town, with 86 percent of them more than five years old, and some dating to 1988. Water meters should be replaced at four to five year intervals.
* Voted 5-0 to re-appoint Deanna Giessell to a three year term on the plumbing board as the Empire Gas representative.
* Voted 5-0 to appoint Don Crabtree to the plumbing board to replace Ed Hyde. Crabtree's term will expire March 2015.
* Voted 5-0 to appoint Jeri Senkevech to the parks and recreation board to replace Tina Werner who resigned. Senkevech's term will expire in June 2014.
* Voted 5-0 to amend the tourism fund budget to account for an increase in revenues of $12,306 and an increase in expenditures of $11,750 because of the Tour of Nevada Criterium Race.
* Held a public hearing and voted unanimously to approve an ordinance authorizing the city to apply for a $48,000 federal grant to cover part of the cost of the city's Fare Share Taxi Coupon program. The city will provide $48,000 of the budget, with an additional $74,000 of the total $170,000 cost coming from taxi fares.
* Voted unanimously to approve a non-disturbance agreement with Precision Machined Parts Inc., which wants to expand its facility. The agreement says that if the city needs to work on a sewer line that runs close to Precision Machined Parts building there will be no interruption to the business operations.
* Voted 5-0 to approve the sale and delivery of refunding certificates of participation, series 2013 and series 2014 to pay part of the debt service on the new public safety building.
* Voted unanimously to adopt Resolution No. 1385 approving a travel portion of right-of-way permit to Wind Riders Motorcycle Club for the purpose of raising money for needy families for Christmas.
