The 2013 street construction went pretty well, although the bids were higher than expected, Roger Beach, public works director, told the infrastructure committee during its meeting Thursday evening.

"The hot mix was really good," Beach said.

"APAC thinks they were good enough to enter in a contest," he said.

"They feel they are the best streets they did this year. They're very proud of them" Beach said, before the committee voted unanimously to release APAC's retainer.

He told the committee that APAC will be back in the spring and replace the patch on Ash Street.

Beach told the committee that all of the major contractors would like to have a two-year contract, which would freeze the price the city would pay for asphalt for that period.

From the city's standpoint he said it would allow the street crews to get all the infrastructure work done well ahead of the paving so it will have time to settle.

"Sounds like a win-win proposition," infrastructure committee member John Haggans said before the committee voted unanimously to approve negotiating a two-year contract with whichever company is the low bidder.

The low bidder will not necessarily be APAC, Beach said.

In addition to those decisions, the committee also began working on selecting the streets for the 2014 street construction program.

Ed Hyde told the committee he would like to see them consider the 1100 block of West Wight St., along the north side of the Methodist Church.

Gary Claypool, 1102 West Douglas St. said that the 1100 block of West Douglas needs curb and guttering to water flowing across the street.

Dale Brockmeyer, 311 Hillcrest told the committee that Hillcrest has some bad spots in it and needs to be resurfaced.

Committee member Jack Bastow said that he had several streets to consider: Wight Street from Cedar to Washington streets; the 200 block of North Adams after the new fire station is built; the 700, 800 and 900 blocks of Clay Street have bad places; 800 block of North Minnesota needs curb and guttering and overlay; 1000 block of North Minnesota needs curb and guttering.

Committee member John Haggans said the 400 and 500 blocks of West Allison and Olive Street behind the Methodist Church need work.

Beach told the committee he would get some preliminary estimates and bring them to the next infrastructure committee meeting, which is set for 6 p.m., Dec. 12, in the council chambers in the Public Safety Building, 200 S. Ash Street.
