City looks at salvage and demo of former church

There is a large stained glass window on the east side of the old Baptist Church building that should be salvaged if possible, Nevada City Councilmember Jayne Novak said during a preliminary discussion of how the city should proceed with the eventual demolition of the structure. The city purchased the building for $2,000 at a county tax sale Aug. 25.

"You'd find me strapped to the building," she said.

City Manager JD Kehrman told the council that he would bring the council options for demolition and salvage at its Sept. 23 meeting, which has been postponed from its regular Sept. 16 date.

Kehrman said there are environmentally sensitive materials in the building that will have to be disposed according to Department of Natural Resources regulations.

"We've had a standing demolition order for the building since 2009," Kehrman said.

He told the council that deputy city manager Mark Mitchell is looking at grants for Brownfield property as well as community development block grants to use on the project, which will be very expensive.

The drawback to CDBG's is they drive up the cost of a project and may take one to two years to be able to move on a project.

Novak told the council there are companies that will come in and salvage the stained glass and other architectural components for re-sale.

Kehrman said the city does not have title to the building yet, but it has been secured and the police are closely patrolling the building.

In other business the council:

* Voted 5-0, to accept the bid of $42,310.60 from the low bidder Blue Springs Winwater for 129 water meters and 15 stainless steel spools.

* Voted 5-0 to pass on first reading a special ordinance amending the development agreement for Atlantic Estates to allow Paul Beard, the developer, to build a house before a road is constructed as required by the agreement. However, the city will not issue an occupancy permit until all of the terms of the development agreement are met.

* Voted 5-0 to pass on second reading a special ordinance accepting a drainage easement at 610 S. Olive St., from Nancy Seeley.

* Voted 5-0 to give final approval to a special ordinance approving a contract with the Vernon County Commission for the billing and collection of the city's 2014 property tax at a cost of $3,797.80 for the 7,326 parcels in the city. The county will also deduct 1.25 percent from the city's real estate and personal property taxes for the Vernon County Assessment Fund as stipulated in Missouri state law.

* Voted 5-0, to pass on second reading a special ordinance accepting a grinder pump easement from Ranza Inc., which recently purchased Tobacco Shack, 2505 E. Austin Blvd., to allow the grinder pump to be moved. The grinder pump needed to be moved to allow the construction of a drive thru lane.
