City makes progress on odor problem

The city is making progress with eliminating or at least greatly reducing the odor that has often permeated the area of East Highland Avenue, Eric McPeak, Alliance local manager said during Tuesday night's city council meeting in response to a question from Carrie Mason.

Mason is one of a group of residents in the vicinity of East Highland, between Washington Street and I-49, and along Washington Street from Hardin Street, south to the Jehovah's Witnesses Church, who have requested the city do something about the smell from the NutriFlow plant. The plant, which is located just south of the Nevada Industrial Park, makes animal feed products from hog carcasses.

The company was sent a notice of violation about a month ago.

McPeak said the company is temporarily trucking much of the solid waste to the city's wastewater treatment plant, which can handle it temporarily. This reduces the amount of material that must be put in the sewer system. But ultimately the company will have to install some type of pre-treatment process that will eliminate the problem.

He said they have a draft of the compliance order for the company that is undergoing legal review.

In other business the council:

* Heard the annual audit report from Butch Beeman, Troutt, Beeman & Co. P.C. Beeman told the council they received a clean audit report on its financial statements. In addition the city received a clean opinion on the Single Audit Report that looks how the city handles federal grants and funds.

* Voted 5-0, to approve the purchase of 30 UV lamps and system components from the sole source vendor, Ray Lindsey Co., in the amount of $11,236.59 for the city's wastewater treatment plant. The UV lamps help the plant remove e-coli bacteria from the effluent from the plant.

* Voted 5-0, to pass on first reading a bill accepting the right-of-way easements for the Clay Street phase II sewer project.

* Voted 5-0, to approve Change Order No. 3 to the city's contract with Rosetta Construction LLC, of Springfield, for the construction of the new south interceptor sewer line.

* Voted 5-0, to adopt Resolution No. 1460, supporting an application by MBL Development for Missouri Housing Development Commission for funding for the Villas of Lakewood housing development. MBL representative Kim Lingle told the council the proposed project would have 36 affordable housing units.

* Voted 5-0, to adopt Resolution No 1461 supporting an application by HKP Inc. for Missouri Housing Development Commission for funding a 55-unit affordable housing development.

* Adopted Resolution No. 1462 approving liquor licenses application to sell intoxicating liquor in excess of 5 percent of alcohol by weight by the drink at: Nevada Country Club; 3 J's LLC dba Iguana Azul; Los Sauces LLC; Fraternal Order of Eagles; Fraternal Order of Bears; American Legion; Buzz's BBQ LLC; Sharkey's Pub and Grub II; Nevada Elks Lodge; and Frank E. Peters Golf Course. The annual fee for a license is $450.

* Voted 5-0, to adopt Resolution No. 1463, approving liquor license applications to sell intoxicating liquor in excess of 5 percent of alcohol by weight in the original package at retail for: Wal-Mart; Warsaw Oil Company Inc., 320 N. Osage Blvd.; Warsaw Oil Company Inc., 1112 E. Austin Blvd.; Woods Supermarket, Casey's Marketing Company No. 3328, 500 E. Austin Blvd.; Casey's Marketing Company No. 3343, 401 N. Osage Blvd.; Pete's of Erie No. 35, 402 W. Austin Blvd.; and Pete's of Erie No, 35, 1811 N. Ash St.

* Voted 5-0, to adopt Resolution No. 1464, approving a liquor license for the Capri Bowl Family Fun Center to sell malt liquor in excess of 3.2 percent alcohol by weight and not in excess of 5 percent, or light wines containing not in excess of 14 percent alcohol by weight for consumption on the premises where sold.

* Voted 5-0, to adopt Resolution No. 1465 approving city liquor to manufacture wine or brandy in the city not in excess of 18 percent of alcohol by weight for wine or not in excess of 34 percent of alcohol by weight for brandy for DeLaney Vineyard & Winery LLC, 1200 S. Main. St.

* Voted 5-0, to adopt Resolution No. 1466, approving a liquor license to operate and maintain a wholesale place of business or warehouse in the city from which intoxicating liquor, containing no more than 22 percent of alcohol by weight and non-intoxicating beer are sold at wholesale to a retail seller, for Missouri Eagle LLC, 1404 E. Austin Blvd.

* Voted 5-0, to give final approval to a bill declaring assets of the city of Nevada surplus property so it can sold.

* Voted 5-0, to pass on second reading a bill amending the organizational chart of the city of Nevada to include two new police department records clerks.
