City contracts for fall airshow

The city of Nevada is planning to host an air show on Sept. 16 and 17 and during Tuesday night's city council meeting the council voted 5-0, to pass on first reading an ordinance approving a contract with Heartland Airshows, Raymore, Mo., to help coordinate professional acts and complete the necessary FAA paperwork for the airshow. The agreement calls for the city to pay Heartland Airshows a fee not-to-exceed $3,000 for its services. The money for the airshow is coming from the city's tourism fund, which comes from a tax on motel rooms.

In other business the council:

* Voted 4-1, with Jayne Novak voting no, to accept the low bid of $645,800 for replacing the irrigation system at the Frank E. Peters Municipal Golf Course.

* Voted 4-1, with Jayne Novak voting no, to accept the bid from U.S. Bancorp for financing for all of the city's capital improvements, vehicles and equipment. The bid had the lowest rates of the companies submitting bids. The rates include 2.42 percent for 10 years for city hall improvements; 2.42 percent for 10 years, for golf course irrigation; 1.94 percent for 5 years, for golf course turf fans; 1.94 percent for 5 years, for police, fire and animal control vehicles; 1.94 percent for 5 years, for public works equipment and vehicles; and 1.73 percent for three years, for pool improvements and parks equipment. Novak said she did not have a problem with the finance package, but she did have one with spending that much money on the golf course when it is losing so much money.

* Voted 5-0, to pass on first reading a special ordinance accepting the low bid of $365,624.75 from APAC-Central Inc., Springfield, for the city's 2017 sales tax street improvements. City manager JD Kehrman said in response to questions from the council that APAC's contract calls for completion of the work to within 90 days of the city's notice to proceed. Kehrman said the city would need to be more aggressive in monitoring the days APAC claims they cannot work due to weather and challenge them if there is any question. "This will require APAC to come here and make a case for any questionable days they are not working," Kehrman said.

* Voted 5-0, to accept the low bid of $127,552 from Republic Ford, Republic, Mo., for the purchase of four 2017 Ford Police Interceptor Utility AWD vehicles. The bid includes the installation of all police related emergency equipment.

* Voted 5-0, to accept the low bid of $34,220 from Republic Ford, for one Ford F-250, 4WD, LWB truck. The bid includes the installation of all related emergency equipment and the animal transport unit.

Voted 5-0, to accept the low bid of $28,201 from Kansas Golf and Turf for a Jacobsen GP 400 greens mower for the Frank E. Peters Municipal Golf Course. The current greens mower has 2,754 hours and has exceeded its life expectancy.

* Voted 5-0, to accept the sole bid of $9,953.31 from Galls Inc., Lexington, Ky., for 19 Surefire LED flashlights for officer use and 19 Dyna Med Gunshot Trauma kits to equip each police vehicle. The total cost of the equipment will be covered by a Law Enforcement Block Grant. There is no local match required.

* Voted 5-0, to approve the re-appointment of Mike Turnbull to a second, four-year term on the Nevada Housing Authority board.

* Voted 5-0, to approve the appointment of Hillary Mosher to complete the term of Stephanie Beason, who recently resigned from the board. Mosher's term will expire in June 2018.

* Voted 5-0, to authorize an agreement with Turfwerks for the design and inspection services for the Frank E. Peters Golf Course irrigation project. Turfwerks is the sole vendor for the irrigation equipment the city is using on the golf course irrigation project, and is providing this service at no cost to the city.

* Voted 5-0, to release a NID assessment for Lots 1 and 2 owned by Barth and Catherine Hinkle in the Country Club Addition since the city's $3,422.59 assessment has been fully paid and satisfied.
