Nevada City Council meets in regular session

The City of Nevada City Council met in regular session Tuesday evening with a busy, but unremarkable agenda.

With no proclamations on the agenda, the Council unanimously approved the minutes of the January 7 regular meeting - Councilman Ryan Watts was absent due to personal obligations.

The next order of business were two appointments to the Nevada Regional Medical Center Moore-Few Care Center Board. Judy Campbell and Patricia Bridgewater were both unanimously approved with their terms ending in January 2023.

There were no bids to consider.

During public participation, Nevada Housing Authority director Carol Branham spoke briefly on a proposed housing rule being considered by the U.S. Department of Housing and Urban Development regarding Affirmative Fair Housing.

There were no communications or petitions to consider.

The Council unanimously approved the second reading of Bill No. 201​9-045 Authorizing the Execution of an Agreement with Dock Dogs, Inc. for a Special Event scheduled on October 3, 2020. Cost is $6,000.

The Council unanimously approved the second reading of Bill No. 2019-046 Authorizing the Execution of an Agreement with DLW Timberworks Lumberjack Show for a Special Event scheduled on October 3, 2020. Cost is $5,900. Funds will come from the 2020 Tourism budget.

The Council unanimously approved the second reading of Bill No. 2020-001 Amending Chapter 19 of the Nevada City Code pertaining to no parking zones - specifically extending several near Cottey College on Cherry Street and the ones at the intersection of Ash and Hickory Streets.

The Council unanimously approved the second reading of Bill No. 2020-002 Authorizing and Directing the Transfer of a Tract of Real Estate to the Nevada Animal Shelter Corporation, a Missouri Nonprofit Corporation, to accommodate financing on an Animal Shelter Missouri. Interim City Manager Mark Mitchel said there are two parcels of land being considered for the animal shelter. One parcel on the old state hospital property north of Nevada R-5's Bowman Building and a second near the Vernon County Sheriff's Office.

The Council unanimously approved the second reading of Bill No. 2020-003 Approving a Lease Agreement with the Nevada Animal Shelter Corporation, a Missouri Nonprofit Corporation, and Authorizing and Directing the Execution Thereof.

The Council unanimously approved the second reading of Bill No. 2020-004 Calling an Election on a Revenue Bond Question in Nevada, Missouri. The $15 million in revenue from this bond would pay for upgrades to the city's water plant.

Under new business, the Council unanimously approved the first reading of Bill No. 2020-005 Authorizing Payment from the Nevada Tourism Fund to the Nevada Griffon Board of Directors for Marketing, Advertising and Promotions. This was a budgeted item.

The Council unanimously approved the first reading of Bill No. 2020-006 Amending the Fiscal 2019 Budget - specifically adding some $55,000 to the street budget and $2,200 to the airport budget for runway light repairs.

The Council conducted a public hearing concerning a request for a Special Use Permit – Home Based Photography Business at 511 S. Clay. There was no public comment and no discussion.

The Council unanimously approved the first reading of Bill No. 2020-007 Awarding a Special Use Permit for a Home Occupation Photography Business to Shane Hirschman for the Property located at 511 S. Clay, Nevada, Missouri. Hirschman's plan call for a prefabricated building to be placed on the property to serve as a photography studio.

The Council unanimously approved the first reading of Bill No. 2020-008 Amending Chapter 12 of the Municipal Code of the City of Nevada, Missouri concerning Code Updates - specifically updating the city's fire codes to 2018 standards.

The Council unanimously approved the first reading of Bill No. 2020-009 Amending Chapter 6 of the Municipal Code of the City of Nevada, Missouri concerning Code Updates - specifically updating the city's building codes to the 2018 standard.

The Council unanimously approved the first reading of Bill No. 2020-010 Amending Chapter 11 of the Municipal Code of the City of Nevada, Missouri concerning Code Updates -specifically updating the city's electrical code to the 2017 standard.

The Council unanimously approved the first reading of Bill No. 2020-011 Amending Chapter 25A of the Municipal Code of the City of Nevada, Missouri concerning Code Updates -specifically updating the city's plumbing, mechanical, and fuel gas to the 2018 standard.

The Council received December reports from the Municipal Court, December and 2019 Annual; Fire Department, December; Animal Control, December; Police Department, December; Alliance Water Resources, December; Finance, December; Business License, December; and the Planning Commission, October 8, 2019

In his report to the Council, Mitchel explained that there had been misinformation circulating about the hospital tax, and said the City would be working to clear up any misconceptions. Additionally, a developer has requested rural water service for property behind Walmart which was annexed by the city after the establishment of the rural water district. Houses on Meadow Lane, while inside the city limits are also on rural water service. The city does provide sewer service to the area.

With no other business on the agenda, the Council unanimously approved moving to closed session pursuant to RSMo 610.021, sub-paragraph 3 - Hiring, firing, disciplining, or promoting of a particular employee.
