Nevada City Council approves pair of bids and gets update on overpass
The Nevada City Council met in regular session Tuesday evening. Leading the night off, the council had bids to consider, followed by new business items.
In consideration of bids:
• Consideration of Resolution No. 1601. A bid for Water Treatment Chemicals from various vendors. Due to the U.S. chemical industry volatility, supply bottlenecks and inflation, the City of Nevada is having difficulty securing chemical prices beyond 30-60 days. The city's chemical treatment cost has risen over 48 percent since 2019. The City of Nevada utilizes three chemical vendors for water treatment process. Brenntag, of Springfield, Mo., provides caustic soda, chlorine, sodium hypochlorite, and muriatic acid; Harcros, of Kansas City, Kan., provides sulfuric acid; and PWT, of Vista, Calif., provides SpectraGuard antiscalant. The estimated chemical cost for 2022 is as follows: Bulk caustic soda — $37,300; chlorine — $19,890; muriatic acid — $2,425; sodium hypochlorite — $18,480; sulfuric acid — $14,857; and SpectraGuard antiscalant — $12,846. This comes to a total of $105,798. Due to the unpredictability of producing water the quantity needed may fluctuate. A blanket bid of a not-to-exceed amount of $110,000 is being recommended. The 2022 approved budget for water production chemicals is $120,000. With a motion, a second, and a unanimous vote, the city council approved the bid.
• Consideration of Resolution No. 1602. A bid for Dexter Pump Services, of Blue Springs, Mo., for Frank E. Peters Municipal Golf Course irrigation pump No. 2 installation. On Aug. 4, 2021, the Frank E. Peters Municipal Golf Course irrigation pump No. 2 was scheduled to be installed. The pump could not be installed due to an unknown blockage in the deep well. Several options were tried to find the blockage, but to no avail. A diver was secured to assist the pump installer and staff to determine the blockage and develop a plan to remedy the issue so the pump can be installed. Cost of the diver's services and pump installation exceeded the City Manager's $5,000 purchase authority. A not-to-exceed amount of $9,000 is recommended to Dexter Pump Services, of Blue Springs, Mo., for Frank E. Peters Golf Course irrigation pump No. 2 installation. With a motion, a second, and a unanimous vote, the city council approved the bid.
In new business:
• Consideration of Bill No. 2022-001. A special ordinance of the City of Nevada, Mo., authorizing the execution of Amendment number two (2) to the contract between the City of Nevada and the Missouri Highways and Transportation commission providing for design of the runway lighting project at the Nevada Municipal Airport. This ordinance will authorize the stated amendment to the grant agreement with MoDOT to fund the planning and design of the airport runway lighting project. This amendment provides for an additional $$709,995. These additional funds will provide for payment of supplemental engineering expenses and construction expenses. This project is budgeted in account No. 240-5-1800-327, and is 100 percent grant funded. With a motion, a second, and a unanimous vote, the city council placed the bill on first reading.
• Consideration of Bill No. 2022-002. A special ordinance of the City of Nevada, Mo., approving depository services agreement for governmental entities with US Bank authorizing check signers for the following accounts: General Operation and Payroll. With a motion, a second, and a unanimous vote, the city council placed the bill on first reading.
In his City Manager report, Mark Mitchell noted the following:
According to Aaron Rieder (Senior Construction Inspector for MoDOT), the Route 54 project is going well. The bridge deck and bridge sidewalk has been completed from bent No. 5 to bent No. 10. This is approximately 45 percent of the entire length of the structure.
New pavement and drain structures have been completed on the east end of the bridge as well. Demolition has been completed on the west half of the bridge. The contractor will begin form work beginning this week with approximately a month worth of work before the west end of the bridge will be ready to pour the last section of deck (weather depending).
After form work is completed they will pour the deck when the weather permits then proceed on with new pavement and drain structures on the west side of the bridge.
The contractor is still shooting for a late April or early May completion, this could potentially be accelerated if the weather is favorable.
